AbbVie tells USTR Germany drug pricing reforms cut innovative medicine value by nearly 54%

AbbVie testified in a USTR Section 301 probe into Germany, arguing drug pricing and reimbursement policies undermine innovation and harm U.S. commerce.

Executive Vice President Perry Siatis said Germany’s approach systematically undervalues transformative medicines, risking future investment in next-generation treatments.

AbbVie cited reforms that lifted mandatory manufacturer rebates to 15.5% from 7%, citing cumulative measures that can cut an innovative medicine’s value by nearly 54%.

The company framed Germany as a wealthy market contributing less to global R&D costs, shifting the burden to the U.S. healthcare system.

AbbVie said it is seeking a “constructive path forward” aimed at more equitable investment by wealthy countries in pharmaceutical innovation.
