American Water Pledges $48 Billion Capex as U.S. Faces $56.6 Billion Annual Water Investment Gap

AWKAWK

An AWWA report finds U.S. drinking water systems need $2.1–2.4 trillion over 25 years, with current annual investment of $33.6 billion falling $56.6 billion short of the $90.2 billion required. American Water commits $48 billion over the next decade to modernize infrastructure and serve 14 million customers.

1. Infrastructure Funding Gap

The AWWA report estimates U.S. drinking water systems require $2.1–2.4 trillion over 25 years, driven by aging pipelines, regulatory mandates, climate resilience needs, cybersecurity requirements, and treatment of complex water sources. It finds current annual capital spending of $33.6 billion falls $56.6 billion short of the $90.2 billion needed, highlighting a structural funding gap.

2. American Water’s Capex Plan

American Water plans to invest up to $48 billion over the next ten years to modernize treatment plants, replace pipelines, and enhance system resilience. The initiative targets safe, reliable water and wastewater services for approximately 14 million people across 14 states and 18 military installations.

3. Affordability and Federal Programs

Household water bills could more than double by 2050 if the investment shortfall persists, raising affordability concerns. State Revolving Funds and the Water Infrastructure Finance and Innovation Act remain critical financing tools to close the gap while maintaining customer affordability.
