Beijing seeks tighter grip on AI exports amid US rivalry
QQQ•China proposed export controls on 23 AI technologies, including models, agents and computing clusters, while exempting access through APIs, websites, apps and software-as-a-service platforms. The proposals are part of a broader revision covering 40 technologies across AI, biotechnology and solar power.
1. Proposed AI controls
China proposed export controls on 23 AI technologies, including those involving models, agents and computing clusters, in a move it said was partly intended to prevent misuse and protect national security. The proposals cover overseas deployment of AI models containing restricted technology but exempt access through APIs, websites, apps and software-as-a-service platforms.
2. Scope and consultation
Most AI technologies would remain freely exportable, with simplified licensing for open-source technology exports and Chinese companies operating their own computing centres overseas. Technology already in the public domain through open-source releases or academic papers would be outside the proposed controls.
3. Wider technology revisions
The proposals form part of a revision of China's technology export catalogue covering 40 technologies across AI, biotechnology and solar power. They also include prohibiting transfers of intellectual property ownership involving some novel cell and gene therapies and siRNA technologies. Exporters must register certain overseas technology transfers from Friday, pending final rules after public consultation closes November 15.
