Beijing seeks tighter grip on AI exports amid US rivalry
XLK•China proposed export controls on 23 AI technologies, including models, agents and computing clusters, while exempting APIs, websites, apps and software-as-a-service platforms. The proposals are part of a wider revision covering 40 technologies across AI, biotechnology and solar power.
1. Proposed AI controls
China proposed export controls on 23 AI technologies, including those involving models, agents and computing clusters, citing national security and geopolitical competition with Washington. The proposals cover overseas deployment of models containing restricted technology but exempt access through APIs, websites, apps and software-as-a-service platforms.
2. Wider technology revisions
The commerce ministry said the controls aim in part to prevent misuse of AI systems, including tools capable of autonomously generating and modifying malicious software. Most AI technologies would remain freely exportable, with simplified licensing for open-source exports and Chinese companies operating their own computing centres overseas. The broader catalogue revision also covers biotechnology and solar power, and proposes restrictions on transferring intellectual property ownership for some cell and gene therapies and siRNA technologies. Exporters must register certain overseas technology transfers from Friday, pending final rules after public consultation closes November 15.
