Bowman says Virginia data center order raises bar for project approvals
BWMN•Bowman Consulting said Virginia’s Executive Order 22 advances a framework requiring local approval for data centers using more than 25 MW and stronger upfront financial commitments. Virginia plans to seek legislation codifying the standards in the 2027 General Assembly session.
