Comstock Metals LLC has secured approval from California’s Department of Toxic Substances Control, becoming one of the select universal waste recyclers authorized to treat end-of-life photovoltaic modules. This certification reinforces the company’s unique zero-landfill recycling solution and positions the Kings County facility as a fully compliant hub for solar panel recycling in California.

2. Strategic Regional Expansion and Operations

The Kings County site is designed to serve utilities, developers, engineering and construction firms, installers and decommissioning contractors across California’s extensive end-of-life solar panel market. It will function as a centralized hub for collection, preparation, storage and aggregation, employing advanced processes to extract and recover aluminum, silver, copper and gallium for return to the supply chain.

3. Planned Nevada Facility and National Network Growth

Comstock is finalizing permit applications and submission plans for a second, industry-scale recycling facility in Nevada, with a final site selection expected later this month. This expansion aims to extend the company’s fully integrated national recycling network as the volume of end-of-life panels rises across California, Arizona and Nevada.
