1. DOE Withdraws Fuel Content Factor Provision

The Department of Energy eliminated the fuel content factor, which had allowed automakers to assign inflated efficiency values—up to 100 mpg equivalent—to electric vehicles. The change removes a key credit that lowered fleetwide consumption figures for EVs.

2. Regulatory Headwinds for EV Compliance

This rollback, combined with the EPA’s reversal of the Endangerment Finding and looser CAFE targets, increases reported fuel consumption for GM’s EV fleet and could elevate compliance costs under federal fuel economy standards.
