ELBM•Electra named Garzon Duenas general manager and commissioning leader for its Ontario cobalt sulfate refinery. Select commissioning work is targeted for Q4 2026, with commercial output targeted for Q4 2027.
1. Refinery leadership and timeline
Garzon Duenas will steer the Ontario refinery into commissioning and operations. Electra targets mechanical completion for Q2 2027, ramp-up in Q3 2027 and commercial output in Q4 2027.
2. Experience and capacity
Duenas has more than 30 years of mineral-processing experience, including commissioning a 3,000-tonne-per-year nickel-cobalt plant in the Philippines. The refinery is designed to process 18,000 tonnes of cobalt hydroxide annually and produce 5,120 tonnes of contained cobalt in battery-grade cobalt sulfate.
