Essential Utilities, American Water file PaPUC settlement petition for merger approval

American Water and Essential Utilities moved to settle a Pennsylvania utility commission case tied to their proposed merger.
The transaction, signed Oct. 26, 2025, would fold Essential Utilities into American Water through a merger subsidiary.
A joint, non-unanimous settlement petition was filed Sept. 15, 2026 with several state consumer and enforcement offices.
Administrative law judges will review the settlement first, then issue a recommended decision for the commission’s consideration.
