EU levies that hit Shein, Temu could reportedly add €6 billion to EU budget
PDD•EU charges on low-value parcels could raise nearly €6 billion a year for the bloc’s budget from 2028 to 2034, a Commission document showed. A new €2 fee takes effect November 1, on top of a €3 charge imposed since July.
1. Fees and revenue estimate
EU charges on cheap ecommerce packages entering the bloc could raise €6 billion a year for the EU budget from 2028 to 2034, a Commission document showed. The estimate accounts for an expected decline in low-value parcel volumes as retailers adjust to the measures. The EU imposed a €3 fee per separate item from the start of July and will add a €2 fee on November 1.
2. Impact on retailers
The levies target platforms such as Temu and Shein. Temu owner PDD Holdings said the move would have a “considerable impact” on parts of its business, without quantifying it. The Commission estimates 90% of fees collected will go to EU coffers and 10% to member states, though negotiations over the 2028-2034 budget could change that split.
