EU seeks to raise cash for Ukraine at IMF and G7 meetings, Dombrovskis says
SPY•The EU is seeking additional funding for Ukraine at IMF and G7 meetings, citing a 2027 funding gap despite €45 billion already promised for that year. It plans to front-load those disbursements and aims for other partners to cover roughly one-third of Ukraine’s financing needs.
1. Funding gap for 2027
Ukraine’s 2026 funding is covered, with about €31 billion from the EU awaiting disbursement after Kyiv approves agreed reforms. For 2027, the EU has promised €45 billion but says Ukraine’s needs will be much higher and is seeking contributions from Norway, Switzerland, Canada, Japan and Britain.
2. Seeking partner support
European Economic Commissioner Valdis Dombrovskis said the EU aims to cover roughly two-thirds of Ukraine’s financing needs and expects other partners to cover the rest. The EU plans to front-load next year’s €45 billion, though it is still working out Ukraine’s funding needs. Dombrovskis also said that closing the gap between NATO members’ pledged and delivered military support would help address Ukraine’s military financing needs.
3. Norway's contribution
Dombrovskis said Norway had pledged another €9 billion for next year after providing a similar amount this year. Asked whether other partners were helping but not enough, he replied, “To put it bluntly, yes.”
