BRUSSELS, July 23 (Reuters) - European Commission President Ursula von der Leyen said on Thursday that freezing adjustments to the Russian oil price cap for one year, part of the EU's 21st sanctions package agreed on Thursday, would ensure "the Russian war machine does not benefit from market shocks."
She also said the package adds 32 Russian banks, crypto firms and oil trading platforms to the EU's transaction ban list, and targets vessels supporting Russia's shadow fleet and takes a step toward formally banning Russian combatants from entering the European Union.
