Huntington Ingalls Secures Slot on $25.4 Billion ATSP5 Defense Microelectronics Contract

HIIHII

HII’s Mission Technologies division secured one of 12 spots on a 10-year, $25.4 billion Advanced Technology Support Program V IDIQ contract to provide microelectronics and software engineering solutions for the U.S. Department of Defense and federal agencies. The award leverages over two decades of HII reverse engineering and assurance expertise.

1. Major Contract Awarded to Mission Technologies Division

HII’s Mission Technologies unit has been selected as one of 12 awardees on the Department of Defense’s Advanced Technology Support Program V (ATSP5), a 10-year, $25.4 billion multiple-award indefinite delivery/indefinite quantity contract. The award, administered by the Defense Microelectronics Activity, will enable rapid procurement of cutting-edge microelectronics and software engineering solutions to address component obsolescence, accelerate system upgrades and support mission-critical programs across all branches of the U.S. military and federal agencies.

2. Scope of Work and Technical Deliverables

Under ATSP5, Mission Technologies will provide a full spectrum of services including requirements analysis, design, simulation, prototyping, integration, testing, producibility assessments and limited production support. The contract covers both hardware and software challenges, with specific tasks ranging from reverse engineering of legacy systems to development of secure microelectronic devices. HII’s teams will leverage proprietary tools and a model-based engineering approach to ensure traceability, reliability and rapid fielding of solutions.

3. Strategic Impact on National Defense Readiness

HII’s inclusion on ATSP5 strengthens the Department of Defense’s ability to maintain a trusted, assured supply chain for microelectronics at a time of global semiconductor shortages. By addressing obsolescence and delivering next-generation chips, the company expects to reduce lead times by up to 40% for critical components, directly enhancing warfighter survivability, mission success rates and technological superiority. The contract also positions HII to support emerging threats, including rapid deployment of anti-tamper and cyber-resilient systems.

4. HII’s Engineering Expertise and Organizational Capabilities

With over two decades of experience in microelectronics assurance and reverse engineering, HII brings system- and component-level expertise to ATSP5. The company’s 600-member microelectronics workforce employs custom modeling software and laboratory facilities in Virginia and Arizona to perform failure analysis, yield optimization and security validation. Headquartered in McLean, Virginia, HII operates four Mission Technologies centers of excellence and maintains a 44,000-strong global workforce dedicated to delivering all-domain defense solutions.
