IBM and U.S. Department of Commerce signed a Letter of Intent to form Anderon, America’s first pure-play quantum wafer foundry, backed by $1 billion in CHIPS incentives and $1 billion cash from IBM. Headquartered in Albany, Anderon will operate a 300 mm facility to scale superconducting qubit wafer production.

IBM and the U.S. Department of Commerce executed a Letter of Intent to establish Anderon, a standalone quantum foundry. The CHIPS program will provide $1 billion in incentives, matched by IBM’s $1 billion cash contribution and intellectual property, creating a combined $2 billion war chest.

2. Foundry Capabilities and Technology

Anderon’s 300 mm facility in Albany will specialize in superconducting qubit and supporting electronics wafers. The plant will feature advanced processes such as through-silicon vias, bump bonding and in-line wafer testing, enabling rapid iteration and reliable scalability for multiple quantum hardware vendors.

3. Strategic Impact and Market Outlook

The new foundry aims to cement U.S. leadership in quantum manufacturing and bolster national security through domestic supply of critical wafers. Industry estimates project the quantum ecosystem could generate up to $850 billion in economic value by 2040, driving innovation across materials science, pharmaceuticals and defense.
