Illinois Pauses Data Center Incentives July 1, Impacting Meta’s DeKalb Expansion
META•Illinois will halt new data center tax breaks from July 1 while reviewing incentive rules for energy and water usage, affecting Meta’s planned DeKalb campus expansion and its partnership with Constellation Energy for nuclear-powered AI operations. Governor Pritzker cited concerns over rising utility bills and water consumption in issuing the pause.
1. Governor Halts Tax Break Processing
Starting July 1, Illinois will stop processing applications for its data center tax incentive program as Governor JB Pritzker directs a comprehensive review of how these facilities impact energy grids, water consumption and local utility costs. The pause allows the state to draft new rules requiring transparency on resource usage and fair contribution from data center operators.
2. Meta’s Illinois Expansion Plans
Meta Platforms approved a second expansion at its DeKalb data center campus and partnered with Constellation Energy to power its new AI facility using nuclear energy from the Clinton Clean Energy Center. These projects had qualified for the existing tax incentive program, which now faces uncertainty due to the application suspension.
3. Potential Impacts on Meta
Without immediate tax breaks, Meta may encounter higher upfront costs or delays as it awaits clarity on revised incentive criteria. The suspension could also prompt Meta to reassess project schedules or negotiate interim arrangements with state regulators until the new operational rules are finalized.
