JLL said the construction pipeline is tilted toward frontier markets, with 77% of capacity under development there. The firm said that raises execution risk tied to power, water and noise constraints.
Capital markets and public support remain key constraints
JLL said capital markets have scaled with the buildout, with more than $700 billion in permanent debt originations expected over the next 30 months.
The firm also pointed to a public support gap as a constraint, saying 79% back US AI leadership, but only 14% support local data center development.

JLL said North America data center absorption hit a record 25 GW in the first half of 2026, driven by hyperscalers, neoclouds and AI tenants.
Vacancy held at 1% for a third year, while 66 GW was under construction with 95% pre-committed, pushing many leases to 2028 deliveries.
