Kyivstar to Build Sovereign AI Data Center in Ukraine Under MoU
VEON•Kyivstar signed a Memorandum of Understanding with Ukraine’s Ministry of Economy to explore establishing a sovereign, AI-ready data center with VEON providing financial backing and expertise. The project aims to localize critical data processing for public administration, finance, defense, and research, enhancing national technological sovereignty and attracting investment.
1. MoU Establishes AI Data Center Collaboration
On June 26, Kyivstar and Ukraine’s Ministry of Economy signed a Memorandum of Understanding to explore the development of a sovereign, AI-ready data center. The initiative targets the creation of secure in-country processing and storage capacity aligned with national regulatory and security frameworks.
2. VEON’s Strategic Role and Investment
VEON will support the project through financial backing and global expertise under its AI1440 strategy, integrating investment within Kyivstar’s existing capital expenditure plans. Management reiterated commitment to capital allocation discipline while enabling next-generation computing infrastructure.
3. Benefits for Ukraine’s Digital Sovereignty
Hosting an AI data center locally promises reduced latency for critical services in public administration, finance, defense technology, and research and development. The project aims to strengthen technological independence, safeguard sensitive information, and catalyze domestic and international investment in Ukraine’s digital economy.
