Kyndryl Wins North Carolina DMV Contract to Modernize Systems on Microsoft Azure
Kyndryl has been selected by the North Carolina DMV to modernize its COBOL-based core systems on Microsoft Azure, aiming to reduce customer wait times and expand statewide digital services. The initiative includes development of a mobile driver license app and digital wallet for payments, renewals and appointment alerts.
1. North Carolina DMV Contract Win
Kyndryl secured a contract with the North Carolina Division of Motor Vehicles to upgrade its COBOL-based core motor vehicle systems statewide. The project targets significant reductions in customer wait times and expanded online access to essential DMV services for all North Carolina residents.
2. Azure-Based Modernization
The modernized environment will be hosted on Microsoft Azure to support faster, more resilient operations and enable future enhancements. This cloud-based platform is designed to meet rising driver expectations for reliable, user-friendly services.
3. Mobile App and Digital Wallet
As part of the strategic plan, Kyndryl will develop an NCDMV Mobile App and Digital Wallet to handle payments, license renewals, appointments and service alerts. These self-service features aim to accelerate staff onboarding and improve overall customer engagement.

Kyndryl was selected based on its experience delivering large-scale DMV modernization projects in Arizona and Virginia, where it improved system reliability, strengthened security and enhanced customer-focused service delivery.
