Meta Platforms to Charge Advertisers 2%-5% Fee in Six EU Countries
Meta Platforms will impose a location-based advertising fee of 2% to 5% on image and video ads delivered in six European countries starting July 1 to offset digital service taxes. The surcharge applies to WhatsApp click-to-message and marketing campaigns and could affect advertiser ROI and demand.
1. Fee Structure Details
Meta Platforms will begin charging advertisers a location fee ranging from 2% to 5% on ad revenue to cover digital service taxes levied by certain countries. This fee is calculated based on the audience’s country rather than the advertiser’s location and will take effect July 1.
2. Countries and Rates
Six countries are subject to the fees: the United Kingdom at 2%; France, Italy and Spain at 3%; and Austria and Turkey at 5%. These rates align with each nation’s digital service tax percentage on tech platforms.
3. Ad Formats Covered
The location fee applies to image and video advertisements across Meta’s services, including WhatsApp click-to-message campaigns and marketing messages. All qualifying ad placements targeting audiences in the specified countries will incur the surcharge.
4. Business Impact and Market Reaction
By shifting tax burdens to advertisers, Meta aims to maintain gross margins while adhering to evolving tax regulations. Advertisers may face higher costs, potentially leading to reduced spend or altered campaign strategies in affected markets.
