
Norfolk Southern named Brian Barr COO effective June 1, succeeding John Orr, who retires July 1 after advising through the Union Pacific merger closing or June 1, 2027. Barr has 28 years of rail experience, leading NS’s Mechanical department since 2024 with improved safety and asset reliability; he’ll oversee operations, network planning, engineering and maintenance.
Brian Barr assumes the COO role on June 1, 2026, replacing John Orr, who retires July 1, 2026. Orr will serve as special advisor to the board chair through the earlier of the Union Pacific merger closing or June 1, 2027, ensuring continuity during the integration.
Barr brings 28 years of railroading experience, having held leadership roles at CSX and Union Pacific before joining Norfolk Southern in September 2024. As head of NS’s Mechanical department, he delivered measurable improvements in safety performance, reducing FRA reportable injuries and mechanical-caused derailments.
In his new role, Barr will oversee safety, transportation, network planning, operations, engineering and equipment maintenance across NS’s 22-state freight network. His appointment is intended to bolster operational excellence and support the successful closing and integration of the Union Pacific merger.
