1. Fleet Conversion Program
Norfolk Southern has partnered with Progress Rail to remanufacture 96 Electro-Motive Division SD70M-2 DC locomotives into SD70ICC Tier 2+ AC units. The program begins deliveries in 2027 and will be completed by 2029, leveraging individual axle control and Advanced Diesel Engine Management for superior traction and performance.
2. Performance and Efficiency Gains
The AC conversions are designed to improve reliability by 40%, increase haulage capacity by 55% and boost fuel efficiency by 3%, while extending locomotive service life by at least 20 years. Fewer engines will be required per train, reducing maintenance demands and operational costs compared to buying new units.

These fleet enhancements strengthen the combined Union Pacific–Norfolk Southern network by supporting higher-tonnage, long-haul operations across western routes. Accelerated modernization and model consolidation from 13 to four engine types also promises synergy savings and network resilience post-merger.
