Oracle Market Cap Halved to $511B; European Firms Ramp Cloud AI Adoption

Oracle shares have plunged nearly 50% since October, reducing market capitalization from $935 billion to $511 billion. A new ISG report finds European enterprises are increasing Oracle Cloud Infrastructure deployments for AI and multicloud workloads, praising its built-in AI capabilities and partner ecosystem.

1. European Enterprises Accelerate Oracle Cloud Adoption

According to the 2025 ISG Provider Lens® Oracle Cloud and Technology Ecosystem report for Europe, 76 percent of surveyed enterprises have increased their use of Oracle Cloud Infrastructure (OCI) over the past 12 months, driven by demand for AI-infused applications and multicloud flexibility. The report evaluates 38 service providers across Professional Services, Managed Services and OCI Solutions and Capabilities, naming Accenture, Capgemini, Cognizant, HCLTech, Infosys, LTIMindtree, TCS, Version 1 and Wipro as Leaders in all three quadrants. It highlights that 42 percent of projects now embed AI agents directly into Fusion Applications under base subscription, enabling firms to move from proof-of-concept to production deployments at an average time-to-market of 4.8 months. Compliance-as-a-service offerings, delivered from EU-based data centers, have grown by 34 percent in 2025 as customers seek continuous regulatory assurance under emerging sovereign cloud mandates.

2. Oracle Secures 15% Stake in TikTok U.S. Joint Venture

On January 22, 2026, Oracle was confirmed as one of three managing investors in the newly formed TikTok USDS Joint Venture LLC, taking a 15 percent equity stake alongside Silver Lake and MGX. Under the structure mandated by the 2024 national security statute, the joint venture’s board comprises seven members, five of whom are U.S. nationals; Oracle Executive Vice President Kenneth Glueck will hold a board seat. The new entity will host core content-recommendation algorithms and user data within Oracle’s U.S. cloud environment, subject to independent cybersecurity controls. The arrangement allows ByteDance to retain a 19.9 percent residual interest while securing uninterrupted access for more than 200 million American users and preserving global creator discoverability.
