Phillips 66 Invests $2–2.5B in 300 MMcf/d Zeus Plant and 100 MBD Fractionator
Phillips 66 will build the 300 MMcf/d Zeus Gas Plant in the Permian with a 45-mile pipeline moving 230 MMcf/d, and add a 100 MBD Coastal Bend Fractionator in Robstown, Texas, both due online in 2028. These projects fit a $2.0–2.5 billion capex plan, boost Permian throughput, reducing debt to $17 billion.
1. Project Details
Zeus Gas Plant will process 300 MMcf/d in the Permian and include the 45-mile Midland Express pipeline capable of moving 230 MMcf/d of wellhead gas. The third Coastal Bend Fractionator in Robstown, Texas, will handle 100 MBD of NGL and incorporate NGL purity pipeline expansion and water treatment facilities.
2. Capital Spending and Financing
Both projects are funded within Phillips 66’s $2.0–2.5 billion annual capex program. They align with the company’s goal to reduce total debt to $17 billion by year-end 2027 while maintaining over 50% net operating cash flow returns to shareholders.
3. Strategic Rationale and Timeline
Scheduled to come online in 2028, these assets advance an integrated wellhead-to-market strategy by expanding midstream processing and fractionation capacity. They will connect growing Permian production to Gulf Coast markets, enhancing system connectivity and value capture across the network.
