Phillips 66 names Chris Chandler next refining chief as Rich Harbison set to retire in 2026

Phillips 66 said Rich Harbison will retire as refining chief on Dec. 31, 2026. Chris Chandler will join the company as a strategic adviser to the CEO on Oct. 6, 2026, before becoming executive vice president, Refining, on Jan. 1, 2027. Chandler previously served as COO of Plains All American, overseeing operations, engineering, HSE and government affairs across the U.S. and Canada.
