Titan Mining unit wins EUL for graphite purification plants at Pine Bluff, Anniston sites
TII•Titan Mining’s Empire State Mines secured conditional EUL notices for graphite purification plants at Pine Bluff Arsenal in Arkansas and Anniston Army Depot in Alabama. Empire State Mines will design, finance and operate Kilbourne Graphite Purification plants for PMG and CSPG, funded by subsidiary with leases up to 50 years.
1. EUL Notices Awarded
Empire State Mines received Conditional Selection Notices from the US Army under Strategic Capital Initiatives RFP No. DACA27-1-26-204, securing Enhanced Use Leases at Pine Bluff Arsenal (245 acres) in Arkansas and Anniston Army Depot (97 acres) in Alabama.
2. Facility Development Plans
Under the awards, Empire State Mines will design, finance and operate Kilbourne Graphite Purification plants at both sites, focusing on purified micronised graphite (PMG) and coated spherical purified graphite (CSPG) for defence, energy and industrial applications.
3. Strategic Significance
These conditional EUL awards represent the first public-private partnership for critical mineral processing on US military bases and aim to reduce reliance on imported natural flake graphite and battery-grade processed graphite, over 90% of which is sourced from China.
4. Timeline and Next Steps
Negotiations on final business terms are underway, with construction targeted to start in the second half of 2027 and lease durations of up to 50 years under applicable legislation.
