Titan Mining Wins Army Leases on Two Bases for 342-Acre Graphite Plant
TII•Titan Mining secured conditional Enhanced Use Leases at Pine Bluff Arsenal (245 acres) and Anniston Army Depot (97 acres) to build the first commercial graphite purification plant on U.S. military bases. Construction is targeted for H2 2027 under the Kilbourne Graphite Project to produce battery-grade graphite and strengthen U.S. critical mineral supply chains.
1. Federal Lease Selection
Titan’s subsidiary Empire State Mines LLC was conditionally selected for Enhanced Use Lease opportunities at Pine Bluff Arsenal (245 acres) and Anniston Army Depot (97 acres) under the Army’s Strategic Capital Initiatives program. These leases would enable development on federal defense properties.
2. Kilbourne Graphite Purification Plant Project
The project will establish the first commercial graphite purification facility on U.S. military bases, known as the Kilbourne Graphite Purification Plant. It aims to produce battery-grade graphite for defense, energy storage and industrial applications.
3. Strategic Impact on Titan
This marks a strategic shift from Titan’s historic zinc production toward integrated U.S. graphite processing. Construction is targeted to begin in the second half of 2027, bolstering domestic critical mineral supply chain security.
