TotalEnergies Targets 2029 First LNG Cargo as Mozambique Project Mobilizes 4,000 Workers
TotalEnergies CEO Patrick Pouyanné confirmed the Afungi LNG project in Mozambique is on track for first LNG delivery in 2029 following the lifting of force majeure and restart of onshore and offshore works. Construction is 40% complete with over 4,000 workers mobilized and main equipment procurement finalized.
1. Full Restart of Mozambique LNG Project Activities
On February 26, 2026, Patrick Pouyanné, Chairman and CEO of TotalEnergies, and Mozambican President Daniel Chapo formally announced the full restart of the Mozambique LNG project onshore at Afungi and offshore. This lift of the Force Majeure – first declared in 2021 and lifted by the consortium on November 7, 2025 – permits the resumption of all engineering, procurement and construction works. Over 4,000 workers are now mobilized at the Afungi site, including more than 3,000 Mozambican nationals, and overall project progress stands at 40 percent. First liquefied natural gas (LNG) is targeted for delivery in 2029, with nearly all major equipment orders having been executed during the Force Majeure period.
2. Local Content and Economic Benefits for Mozambique
TotalEnergies and its joint‐venture partners have committed to a robust local content plan designed to channel USD 4 billion in contracts to Mozambican companies and create up to 7,000 direct construction jobs for nationals. The consortium has already engaged more than 3,000 Mozambican workers in engineering, procurement and site services. In parallel, the Mozambique LNG Foundation, capitalized at USD 200 million since its 2023 inception, has funded community projects that generated over 8,000 jobs and provided support to 7,000 farmers and fishermen across Cabo Delgado province.
3. Strategic and Geopolitical Implications
The restart reinforces Mozambique’s emergence as a major LNG exporter, strengthening its regional energy hub status and enhancing global energy security. According to President Chapo, the project will drive capacity‐building within the national workforce and stimulate the local labor market through both construction and operational phases. TotalEnergies projects that Mozambique LNG will supply markets in Asia and Europe, underpinning long‐term offtake agreements and bolstering Mozambique’s geostrategic positioning in the global liquefied natural gas market.
