Transportation Insight sees tight truckload capacity raising risk of peak-season rate increases
XLI•Transportation Insight said constrained truckload capacity and above-average rejection rates could raise peak-season rate risks, despite a modest decline in linehaul rates. UPS announced a 5.9% average net rate increase effective December 21, 2026.
1. Capacity and rates
Truckload capacity remains structurally constrained during peak season, with rejection rates above trailing averages despite a modest decline in linehaul rates. Transportation Insight said this raises the risk of peak-season rate increases.
2. UPS rate changes
UPS announced a 5.9% average net rate increase across Ground, Air and International services, effective December 21, 2026. The changes raise the Additional Handling minimum billable weight threshold from 40 to 50 pounds and revise area surcharge ZIP codes.
3. Freight demand signals
Import volumes remain at three-year highs, led by capital equipment and technology infrastructure, while rising intermodal rates are narrowing savings versus truckload shipping. Consumer sentiment fell to 46.3 in October from 48.1 in September, and housing starts declined 5.2%.
