The High Court in London refused claimants permission to appeal its July decision, which broadly found in favor of some of the world’s biggest carmakers. Judge Sara Cockerill said claimants would have to apply directly to the Court of Appeal; she had earlier rejected most allegations that certain diesel vehicles used unlawful defeat devices that led to higher emissions.
