Vodafone joined other European telecom CEOs in an open letter urging EU leaders to create a clear legal basis for ISP blocking of known CSAM.
The group pushed for an EU-wide authority to validate a single, frequently updated list of confirmed CSAM indicators to support consistent blocking.
It called for safeguards including independent oversight, user notification, transparency reporting, appeal processes and strict limits to confirmed CSAM only.
The letter cited 2024 data showing 62% of confirmed CSAM web pages were hosted in EU countries, with the Netherlands nearly one-third.
CEOs argued blocking should act as an interim protection measure while removal at source remains the priority.
