Vodafone says greater mobile operator scale supports investment in European networks
VOD•Vodafone urged changes to EU merger rules, saying national telecom consolidation can support investment without necessarily raising consumer prices. 1. Case for consolidation
Vodafone urged EU merger-rule changes on October 22, 2026, arguing that national telecom consolidation can strengthen investment without necessarily raising consumer prices. A July 2026 GSMA Intelligence study found European three-player mobile markets invested around 48% more per connection than four-player markets since 2016; consolidation was associated with capital expenditure increases of 28%–38% and network speed improvements of around 25%.
2. UK network investment
The UK merger with Three included a commitment to invest £11 billion over 10 years in the combined network. A commissioned Frontier Economics report found average 5G download speeds rose 38% and coverage gaps exceeding 16,500 square kilometers were eliminated.
