Vodafone urged the EU to simplify the proposed Digital Networks Act to speed network investment decisions and deployment.
It warned that consolidating rules could still preserve duplication, uncertainty, national divergence, new reporting burdens, and delayed guidance.
Vodafone cited an EU annual digital investment gap of about EUR 150 billion.
It put the 10-year mobile network investment gap at about EUR 200-205 billion, based on EUR 475 billion needed versus EUR 270 billion forecast.
Vodafone called for no duplicated duties, no automatic carry-over of legacy telecom rules, and legal clarity at entry into force.
