Vulcan says ICSID tribunal finds Mexico violates international law in Quintana Roo dispute

VMC•Vulcan Materials welcomed an ICSID ruling that Mexico violated international law in its treatment of the company’s Quintana Roo investments.
The statement said the decision found arbitrary conduct, lack of good faith, weak transparency, and denial of due process.
Vulcan argued the ruling undercuts Mexico’s framing of the dispute as environmental enforcement.
The company warned the case raises broader risks for property rights and legal certainty for US investors in Mexico.
It noted the decision did not address the May 2022 shutdown, March 2023 port occupation, or a September 2024 decree.
