Xcel’s Colorado utility PSCo reaches settlement for $123 million gas rate hike

Xcel Energy unit Public Service Co. of Colorado filed a Colorado gas rate case seeking a $190 million revenue increase.
A non-unanimous settlement filed July 13, 2026 targets a $123 million increase, based on a 2025 historic test year.
Settlement terms include a 9.2% ROE, a 54.5% equity ratio, and average rate base with known-and-measurable adjustments.
Colorado PUC hearings are set for July 2026. A final decision and rate implementation are expected in Q4 2026.
