Avista’s Approved 2025 CEIP Launches RFP, Boosts Clean Energy Targets
The Washington Utilities Commission approved Avista’s 2025 Clean Energy Implementation Plan to meet non-carbon electricity requirements under CETA through 2029. The plan includes a 2025 RFP for new resources, higher clean energy delivery targets for 2026-29, demand response enhancements and expanded equity-driven community investments.

The Washington Utilities Commission granted formal approval for Avista’s four-year 2025 CEIP, enabling the utility to execute its near-term strategies under CETA and integrate community feedback into its clean energy roadmap.
2. Key Plan Commitments and Targets
The plan calls for a 2025 request for proposals to secure cost-effective resources, increases clean energy delivery targets for Washington customers from 2026 to 2029, upgrades grid management with demand response initiatives and expands equity-driven community engagement programs.
3. Pathway to 2030 Carbon Neutrality and 2045 Clean Supply
Building on a resource mix already over 50% hydro, biomass, wind and solar, the CEIP aligns with Avista’s Integrated Resource Plan to achieve carbon-neutral electricity by 2030 and a fully clean supply by 2045 through staged program implementation.
