The measures mandate that manufactured homes be allowed wherever site-built homes are permitted and bar stricter local zoning rules.

On June 1, Cavco Industries hosted Governor Abigail Spanberger and state lawmakers at its Rocky Mount, Virginia production facility for the ceremonial signing of House Bill 655 and Senate Bill 346.

The bipartisan measures, effective July 1, 2026, require localities to permit qualifying manufactured homes in areas zoned for site-built homes, bar more restrictive local rules, and limit separate regulation in areas without zoning ordinances.
