1. Readiness and risks
The survey of 2,100 enterprise leaders across eight countries found that 88% of large-enterprise C-suite leaders fear a data-sovereignty failure could cost them their jobs. It also found that 62% lack full visibility into data access, 56% have no plans for geopolitical data exfiltration or service disruption, and 56% cite skills constraints. Some respondents said they would trade advanced features for a local provider: 85% were willing to do so, while 40% limit some non-domestic SaaS use.
