HSBC Secures Hong Kong’s First Stablecoin Licence, Eyes Late-2026 HKD Token Rollout

HSBC plans to roll out its HKD stablecoin via PayMe in late 2026 for P2P transfers, merchant payments and tokenised investment subscriptions.

Hong Kong’s central bank selected HSBC and the Standard Chartered-led Anchorpoint Financial from 36 applicants to receive the city’s first stablecoin issuance licences, paving the way for fully reserved tokens pegged to the Hong Kong dollar under a new regulatory regime.

2. HSBC’s Issuance Plan

HSBC will roll out its Hong Kong dollar stablecoin via the PayMe payment platform in the second half of 2026, initially enabling person-to-person transfers, merchant payments and subscriptions to tokenised investment products within its mobile offerings.

3. Regulatory Framework and Outlook

Issuers are required to maintain one-to-one reserves for all tokens in circulation to limit financial stability risks. Regulators indicate that additional licences may be granted but will remain limited as part of Hong Kong’s broader strategy to establish itself as a leading global digital asset hub.
