Kyivstar and VEON Partner on Sovereign AI Data Center for Ukrainian Digital Infrastructure

Kyivstar Group, VEON and Ukraine’s Ministry of Economy formalized a partnership at the 2026 Ukraine Recovery Conference in Gdańsk to advance national digital infrastructure. The MOU sets a framework for collaboration on next-generation computing initiatives and underscores commitment to rebuilding Ukraine’s economy through technology.

2. Proposed Sovereign AI-Ready Data Center

The partners will explore the establishment of a sovereign, AI-ready data center within Ukraine to ensure that critical data processing and storage remain under national regulatory and security frameworks. This facility is intended to serve sensitive sectors including public administration, financial services, defense technology and research, providing minimal latency and secure, in-country computing capacity.

3. Strategic Funding and Investment Plans

Kyivstar has indicated it will integrate any investment into its existing capital expenditure plans, maintaining disciplined capital allocation, while VEON will contribute financial support and global expertise. The project is expected to require long-term commitments, technical expertise and reliable energy supply, with strategic investor-government partnerships playing a critical role.
