Meta will permit rival AI chatbots to access WhatsApp via its Business API across Europe for the next 12 months at a fee, responding to EU antitrust demands. This policy shift, extending Italy’s earlier ruling continent-wide, aims to satisfy regulators as the European Commission continues its competition probe.

1. EU Antitrust Pressure Prompts API Opening

Facing potential remedies, Meta has agreed to allow non-Meta AI chatbots to use WhatsApp through its Business API across all EU member states for a trial period of 12 months. This move follows Italy’s antitrust tribunal ruling and aims to demonstrate compliance with competition rules without further immediate interventions.

2. WhatsApp Business API Integration Details

Under the new terms, developers of general-purpose AI assistants can integrate with WhatsApp at a negotiated fee, granting end users broader access to diverse chatbot capabilities. Meta previously restricted third-party AI in January, reserving access for its own assistant until regulatory pressure mounted.

3. Ongoing Regulatory Assessment

The European Commission will evaluate whether the API access alleviates competition concerns before deciding on permanent remedies. A similar antitrust challenge in Brazil suggests Meta may need to extend this policy beyond Europe if initial measures prove insufficient.
