Moody’s sees Japan’s economic recovery gaining strength
EWJ•Moody’s sees Japan’s recovery strengthening, with inflation expectations anchored around 2%, while fiscal and demographic risks threaten its durability. Japan retains an A1 sovereign rating with a stable outlook; proposed food tax cuts and record spending requests pose limited immediate credit concerns if lost revenue is offset.
1. Recovery and fiscal risks
Moody’s said Japan’s recovery is gaining strength, with inflation expectations anchored around 2%, but fiscal and demographic risks threaten its durability. Japan’s A1 sovereign rating and stable outlook are unchanged since its downgrade from Aa3 in 2014. Proposed food sales tax cuts pose little immediate credit risk if the government offsets lost revenue, while record initial spending requests of 143 trillion yen do not signal a meaningful departure from recent fiscal consolidation. A proposed 370 trillion yen public-private investment initiative will be tested by private capital participation and whether it generates productivity gains to counter demographic pressures.
