Independence City Council approved a Chapter 100 industrial development incentive plan for Nebius’ 1.2GW AI factory campus, enabling over $650 million in PILOT payments to the city, local schools and taxing authorities over 20 years while structuring the project to avoid raising residential electricity rates.
2. Campus Features and Job Creation
The planned 400-acre, multi–building campus will feature closed-loop cooling to match typical office water usage and built-in noise-reduction technology, connect directly to Independence Power & Light, and generate approximately 1,200 construction jobs and 130 permanent high-tech roles once operational.
3. Financial Outlook and Expansion Targets
Nebius has secured more than 2 GW of contracted power with ambitions to surpass 3 GW, is on track to deliver 800 MW–1 GW of data center capacity by the end of 2026, and expects revenue of $3.0–$3.4 billion next year with an annualized run rate of $7–$9 billion by year-end.
