Parsons was selected by Lane Construction Corporation as the lead designer for the Norfolk Segment 1B design-build team under a $389 million contract. The work covers design services for converting lanes on I-64 between I-264 and Tidewater Drive and aims to minimize traffic disruptions during construction. This award addresses a critical bi-directional gap in the region’s existing express lane system.

The project will transform existing shoulders into a high-occupancy express shoulder lane while maintaining three general-purpose lanes in each direction. Major construction elements include bridge replacements and widening, noise barrier installation, roadway expansion, and advanced traffic management systems. Upon completion, the continuous 45-mile corridor will link Newport News, Hampton, Norfolk, and Chesapeake with uninterrupted express lane access.

Securing this contract reinforces Parsons’ leadership in complex transportation projects after delivering over 10,000 miles of road and highway infrastructure worldwide. The award bolsters the company’s long-term backlog and supports near-term revenue growth through design-build services.
