1. Regulator Halts PBR Drilling in Foz do Amazonas

Brazil’s National Petroleum, Natural Gas and Biofuels Agency (ANP) has instructed PBR to suspend all offshore drilling activities in the Foz do Amazonas basin until the company submits a comprehensive report on the October 5 synthetic fluid leak from the Morpho well. The ANP cited the basin’s status as an ecologically sensitive area with coral reefs and mangrove systems, and demanded data on leak volume, containment measures and risk mitigation protocols. Petrobras now faces a formal inquiry deadline of November 20 to avoid potential administrative sanctions.

2. Fifteen-Day Moratorium Under Ibama Supervision

In parallel, Brazil’s environmental agency Ibama has imposed a 15-day moratorium on drilling operations at the Morpho well, beginning October 12. During this period, Ibama inspectors will oversee on-site remediation efforts, including soil and water sampling across a 10-kilometer radius. The agency has reserved the right to extend the suspension if monitoring identifies persistent contamination, potentially delaying PBR’s planned exploratory campaign that targeted up to 150 million barrels of recoverable oil.

3. Investor Implications and Operational Adjustments

Analysts warn the dual regulatory actions could defer PBR’s near-term output growth by 3–5% relative to prior forecasts. Petrobras had earmarked Foz do Amazonas for a $450 million investment this quarter, representing 12% of its stated capital expenditure plan. The company’s management has convened an emergency committee to revise its Q4 drilling schedule and reallocate rigs to less stringent basins, while also preparing detailed contingency disclosures for its November investor call.
