Potomac Edison has submitted a Certificate of Public Convenience and Necessity application to the Maryland Public Service Commission for an 18-mile upgrade of existing transmission lines in Frederick and Montgomery counties. Approval of the CPCN is required to confirm the project’s necessity and ensure safety, reliability and fair cost to ratepayers before construction can commence.
2. Regional Project Scope and Timeline
Awarded by PJM Interconnection in 2023, the broader Gore-Doubs-Goose Creek Improvements Project includes 62 miles of new 500-kV line upgrades across Maryland, Virginia and West Virginia. If approved, construction is slated to begin in 2028 with completion projected by 2031, leveraging existing corridors to minimize environmental and community impacts.

The upgrades will increase transmission capacity during peak demand periods, enhance overall grid reliability for over 440,000 regional customers, and facilitate future economic growth.
