1. Scheme and housing outlook
Savills expects England’s new-build completions to reach around 190,000 annually from 2029-30, up 25% from anticipated 2026-27 levels, while the scheme’s £4.7 billion funding is expected to support around 65,000 new-home sales over five years. New-build sales rates are expected to remain low until the first supported sales complete in April 2027; local price caps may lead housebuilders to build smaller homes, and the scheme is expected to be effective only in London’s outer boroughs. Savills says the scheme should improve sales certainty and support medium-term land demand, though its volume boost is expected to trail Help to Buy.
