SEALSQ Signs MoU to Build 300 Million-Unit Post-Quantum Chip Center in Gujarat

SEALSQ Corp has signed a non-binding MoU with the Government of Gujarat and Kaynes SemiCon to establish India’s first secure semiconductor design, test, and personalization center. The planned facility in Sanand, Gujarat, aims for 300 million post-quantum secure semiconductors annually to serve government, defense, telecom, and critical infrastructure sectors.

1. MoU Signing and Strategic Partnership

SEALSQ Corp announced a non-binding Memorandum of Understanding with the Government of Gujarat and Kaynes SemiCon Private Limited to build India’s first Secure Semiconductor Design, Test and Personalization Center dedicated to post-quantum cryptography. The MoU was signed in the presence of Gujarat’s Deputy Chief Minister, signaling strong state backing. Under the agreement, SEALSQ will collaborate with Kaynes SemiCon—a subsidiary of Kaynes Technology India—and Gujarat’s competent authority to formalize a joint venture, tentatively named SEALKAYNESQ Ltd.

2. Facility Capacity and Production Plans

The proposed Outsourced Semiconductor Test and Personalization (OSTP) facility will be located at Kaynes SemiCon’s Sanand campus and is designed to achieve an annual capacity of 300 million post-quantum secure semiconductor units. The center will feature Common Criteria-compliant wafer testing, secure personalization, cryptographic key injection and PKI provisioning. It aims to serve regulated and security-sensitive sectors in India—government, defense, critical infrastructure, telecommunications, automotive, IoT and digital identity—by localizing quantum-resistant technology.

3. Public-Private Financing and Market Impact

Funding for the project will combine government incentives under the India Semiconductor Mission with private investment and direct capital contributions from SEALSQ. This public-private partnership model is intended to accelerate execution and ensure long-term sustainability, reducing India’s reliance on offshore semiconductor personalization. For investors, the initiative creates exposure to a strategically prioritized segment of the global semiconductor supply chain—quantum-resistant security hardware—and positions SEALSQ as a key beneficiary of India’s Make in India and Atmanirbhar Bharat programs.
