1. Toyota’s proposals
Toyota projects battery-electric vehicles will account for about 45% of European new-car sales by 2030, compared with more than 55% required under current rules. It seeks a 2028–2032 compliance transition period and a 90% CO₂ emissions reduction target for 2035, supported by additional flexibilities.
2. Other targets sought
For light commercial vehicles, Toyota proposes emissions reduction targets of 35% for 2030 and 80% for 2035, with five-year averaging. It says UK 2030 zero-emission vehicle targets should be capped at 50% for passenger cars and 40% for light commercial vehicles. It also proposes European content requirements reaching 70% over three years, with substantive automotive requirements deferred until 2030 and trusted trading partners recognized.
