Johnson said the discussion would seek a balance between innovation and oversight. He said the United States should not impose a moratorium or hyper-regulate AI, arguing that it could lose the race to China.

A September 17-20 poll found 73% of respondents worried AI companies had not done enough to prevent serious harm, while 55% said slowing AI development would be good. Under a June executive order, AI developers are asked to submit certain frontier models voluntarily for government review before releasing them to trusted partners.
