UK CMA Designates Google Search as Strategic Market, Mandates Publisher AI Content Controls
UK CMA grants Google strategic market status for search and mandates new rules requiring nine-month rollout of publisher controls to opt out of AI content usage and secure clear attribution links. Google must submit biannual compliance reports during first year and provide tools preventing publisher content use in AI Overviews.
1. Strategic Market Status and Rule Introduction
The CMA assigned Google strategic market status in general search services under the digital markets competition regime and introduced a conduct requirement mandating specific changes to search features in the UK.
2. Publisher Controls and Opt-Out Provisions
The new rules require Google to provide publishers with effective tools to prevent their content from supporting AI features such as AI Overviews and to opt out of fine-tuning of AI models using their materials.
3. Attribution and Compliance Reporting Requirements
Google must ensure that all publisher content used in AI-generated results is clearly attributed with links and must submit compliance reports with supporting data every six months during the first year.
4. Implementation Timeline and Monitoring
Google has nine months to implement all changes and must provide core controls to publishers sooner, while the CMA will monitor implementation and may adjust reporting frequency thereafter.
